The Panchayati Raj System (U.P.) consists of Gram Panchayat, Kshetra Panchayat, and Zilla Panchayat. Panchayati Raj system is a powerful means of effective participation of common rural people in democracy. The 73rd Constitutional Amendment has paved the way for the establishment of a well-planned Panchayati Raj system. As soon as the 73rd Constitutional Amendment Act came into force, the Panchayat Raj Acts of the state i.e. Uttar Pradesh were approved by the State Government. Panchayat Raj Act-1947 and U.P. The constitutional system was given shape by making necessary amendments in the Kshetra Panchayat and District Panchayat Act, 1961. A Decentralization and Administrative Reforms Commission was constituted by the State Government in the year 1995 by which after studying the recommendations made by the High Level Committee (HPC) constituted under the chairmanship of the then Agricultural Production Commissioner, in the year 1997, 32 departments were appointed. The work was identified and recommended to be transferred to Panchayati Raj Institutions. The State Government is committed to fulfill the rights and responsibilities of the Panchayati Raj Institutions as per the constitutional spirit.
