Along with agriculture, animal husbandry and dairy activities have remained an integral part of human life since the dawn of human civilization. Agriculture and animal husbandry play an important role in generating gainful employment in rural areas, especially among landless, small and marginal farmers and women, besides providing cheap and nutritious food.

The livestock sector has emerged as an important sector to ensure a more inclusive and sustainable agriculture system. Growing population, changing lifestyles, increasing urbanization and accelerated climate change are creating new challenges to bovine breeding systems. More than 80% of rural households keep livestock in their households. About 35% of the income of small and marginal farmers comes from dairy and animal husbandry. In dry areas this income is 50%. This sector has the potential to generate employment in rural areas with minimal investment as compared to other sectors. In the light of the potential, contribution and role of the sector in the states, a policy needs to be followed for the desired development of the livestock sector.
