The PositionJob SummaryThis role is crucial to our vision to deliver better outcomes to more patients faster in India As a key member of the Access team, Head- policy, will guide the development of national strategies that improve patient outcomes in key therapeutic areas such as oncology, rare diseases and haemophilia and will also provide support to our State HSPs as they build local strategies and partnerships for health system and policy strengthening in key States Vital to success in this role is the ability to work with different internal teams and collaborate for projects that drive health system and policy change Reporting to the Access Director, you will work to catalyse and inspire different teams to implement national and local strategies in line with affiliate prioritiesShort Term Targeted Outcomes:.
Development of policy engagement framework for state governments/reimbursed ecosystems and roll out in at least 5 states, and 1 reimbursed ecosystem Enable insurance guideline reform (with specific focus on standard of care, hassle free patient experience, and reduction in arbitrary reductions/exclusions/caps) by partnering with relevant stakeholders (PAGs, industry bodies, policy advocates, HCPs, IMA etc) Catalyse implementation of co-pay/fund pooling/fund stacking model in at least 2 states (1 in enterprise + 1 from main clusters) Drive policy change towards increased prioritisation of cancer/ SMA /haemophilia across awareness & diagnosis, standard/ distributed treatment, access to innovative therapies/preventive care/disease modifying care and increased funding towards the disease in at least 2 clusters (1 in enterprise + 1 from main clusters) .
Facilitating creation of sustainable funding mechanism by governmental and non-governmental organisations amounting to 10 mn CHF per annum for patients to access Roche therapies through policy advocacy efforts (current + new products) Advocate for and enable inclusion/reimbursement of CGP in at least 1 ecosystem (CGHS, Defence, Railways, ESI, or any state Government) Accountabilities Advise the HSPs, supporting ideation and implementation of strategies in line with business priorities Provide subject matter expertise to the Roche India affiliate on policy engagement and advocacy Support the development of National Policy Advocacy strategies in oncology, rare diseases and haemophilia (working with HSPs and Patient Advocacy Leads) .
Build partnerships with key policy, public health and academic institutions for collaborations supporting national and state strategies Provide guidance on development and implementation of State health system and policy strategies - supporting external meetings as necessary Competencies and strengths Deep understanding of policy and advocacy strategy and demonstrable experience in tactical implementation and impact Comprehensive understanding of global and India policy trends and strengths in policy analysis to inform business strategy Strong people leadership skills and experience as a coach and mentor .
Strategic agility- ability to drive projects in an evolving business and policy environment to meet short as well as long term goalsSkills required: Excellent verbal and written communication and presentation skills Strong interpersonal and network building abilities are essential for internal and external relationship management Design thinking and workshop facilitation to support agile strategy development English language fluency for written and verbal communication .
